GMC, punished by the NPA; other 3 military actions, launched

THE RED FIGHTERS, under the Western Agusan del Norte – Agusan del Sur (WANAS) Subregional Command, punished the Gil M. Cembrano (GMC) construction company and launched other three military actions only within three days on October 21-23, 2017.

The WANAS operatives paralyzed four backhoes, a dump truck and a pay loader of GMC on October 21, 1 A.M. in Purok 7, Brgy. Bonbon, Butuan City. Atty. Del Cembrano owns this company. The punitive action aims to punish the company to the destruction they brought to the environment due to their quarry operations. According to reports, the GMC plans to expand their operation, which would completely result to demolition and dislocation of the residents. In the said operation, the GMC lost around P30 million from the damage.

On October 22, 1:30 PM, an encounter ensued between a platoon of WANAS and of the elements of the 26th IB, riding in tandem three motorcycles. This took place in KM8, Brgy. Balit, San Luis, Agusan del Sur. In the said operation, three soldiers were killed-in-action. On the other hand, two NPA Red fighters were martyred and left behind a firearm on the scene.

On the following day, October 23, the WANAS launched another two harassments against the soldiers of the 23rd IB in Purok 4, Brgy. Nongnong, Butuan City. The first transpired at 7:10 AM and the second followed at around 12 PM. According to reports from the NPA operatives, the soldiers used a fighter jet and dropped eight bombs near the community. 12 soldiers were confirmed killed-in-action, while the NPA safely withdrew from the action. #

GMC, gisilutan sa NPA; lain pang 3 ka aksyong militar, gilunsad

GISILUTAN SA mga Pulang manggugubat, ilalom sa Western Agusan del Norte – Agusan del Sur (WANAS) Subregional Command, ang Gil M. Cembrano (GMC) construction company ug gipahigayon usab ang lain pang tulo ka aksyong militar sulod lamang sa tulo ka adlaw niadtong Oktubre 21-23, 2017.

Giparalisa sa mga operatiba sa WANAS ang upat ka backhoe, usa ka dump truck ug usa ka pay loader sa GMC niadtong Oktubre 21, ala-1:00 sa kaadlawon sa Purok 7, Brgy. Bonbon, Butuan City. Gipanag-iyahan kini ni Atty. Del Cembrano. Tumong sa maong punitibong aksyon ang pagsilot sa maong kumpanya sa kadaot nga gidala niini ngadto sa kinaiyahan tungod sa ilang quarry operation. Subay usab sa mga taho, anaay laraw ang GMC nga palapdon pa ang ilang operasyon nga moresulta sa pagka-demolis ug pagkadislokar sa mga lumulupyo sa maong lugar. Gibana-banang mokabat sa P30 milyon ang kantidad sa nadaot sa GMC.

Niadtong Oktubre 22, ala-1:30 sa hapon, nahitabo usab ang usa ka engkwentro tali sa usa ka platun sa WANAS ug sa mga sundalo sa 26th IB nga nagsakay sa tulo ka motorsiklo. Nahitabo kini sa KM8, Brgy. Balit, San Luis, Agusan del Sur. Sa maong operasyon, napatay ang tulo ka sundalo. Sa pikas bahin, na-martir usab ang duha ka mga NPA ug nabiyaan ang usa ka armas sa lugar sa engkwentro.

Sa pagka-sunod adlaw, Oktubre 23, duha ka hugna na usab ka harassment ang gilunsad sa WANAS batok sa mga kasundalohan sa 23rd IB sa Purok 4, Brgy. Nongnong, Butuan City. Nahitabo ang unang hugna sa alas-7:10 sa buntag ug ang ika-duhang hugna sa may alas-12 sa kaudtuhon. Sa taho sa mga operatiba sa NPA, naggamit ang kasundalohan og fighter jet ug naghulog kini og walo ka bomba duol sa komunidad. Nakumpirmang mikabat sa 12 ka sundalo ang napatay, samtang luwas nga naka-widrow ang NPA. #

Sagot sa pagmumura ni Duterte sa mga drayber

Tumitindig ang Partido Komunista ng Pilipinas, kaisa ng sambayanang Pilipino, sa panig ng masang anakpawis na mga drayber ng jeep sa pagtatanggol sa kanilang kabuhayang pinagbabantaang ipagkait ng rehimeng Duterte. Binabati ng Partido at mga rebolusyonaryong pwersa ang matagumpay nilang dalawang araw na welga sa transportasyon.

Kahapon, sa ikalawang araw ng welga, pinagmumumura ni Duterte ang mga drayber ng jeep: “Mahirap kayo? P*******a, magtiis kayo sa hirap at gutom. Wala akong pakialam!” Ipinakita na naman ni Duterte ang tunay niyang kulay: galit sa mga gutom at mahirap, laluna ang mga marunong manindigan at lumaban para sa kanilang interes.

Nagmamatigas at nagmamadali si Duterte na ipatupad ang anti-mahirap, maka-dayuhan na “modernisasyon” ng jeep. Isa itong planong pag-agaw sa kabuhayan ng maliliit na opereytor at drayber ng jeep. Sino ba talaga ang pinapaburan ni Duterte? Ang malalaking kapitalista (kasama na ang iilang malalaking opereytor), pati na ang mga dayuhang kapitalistang pag-aangkatan ng bagong mga piyesa ng mga “modernong” jeep.

Duterte, isa kang malaking hambog na peke: Nagpupuputok ang butse mo sa ibinubugang usok ng mga jeep, pero tameme ka naman sa napakakapal na usok ng mga coal-fired power plant na lumalason sa kapaligiran sa buong bansa. Ang totoo, gusto mo lang patayin sa hirap at gutom ang mga drayber at maliliit na opereytor ng jeep, para lang mapagsilbihan mo ang tunay mong mga amo.

Dahil dito nakasalalay ang kanilang buhay, hindi mananahimik ang mga drayber at opereytor ng jeep kahit pa isagasa ni Duterte ang planong itaboy sila sa mga kalsada. Hindi sila papayag na pahirapan at gutumin ni Duterte. Sa buong bansa, libu-libo sa kanila ang naninindigang mamamatay sa paglaban!

The Armando Catapia Command (ACC – NPA Camarines Norte) wishes to inform the public that the revolutionary movement has no connection with the following:

  6. Ronnie “Totoy” Archibedo of Barangay Alayao, Capalonga

These personalities are brigands and thieves operating in the municipalities of Jose Panganiban, Paracale and parts of Labo in Camarines Norte, Bicol, where they target small mining operations, businessmen and well-to-do citizens. Some of their cases are the following:

 

  1. Discrediting the policy of the People’s Democratic Government on revolutionary taxes and posing as members of the New People’s Army
  2. Drug trafficking
  3. Armed robbery
  4. Extortion and threats of kidnap and arson for those who do not comply

These criminal activities – which are against the iron discipline and the laws of the revolutionary movement – are, in fact, supported by the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and the Citizen Armed Force Geographical Unit (CAFGU). The ACC has received reports that Sammy Pacinos is directly connected with the 9th ID,PA, as evidenced by his frequent visits to the division camp in Pili, Camarines Sur. Jose Guitierrez works directly with Pacinos. Medinilla and Archibedo are active CAFGU elements of the Delta Company, 22nd Cadre Batallion.

The formation of paramilitary ang impostor groups are part of the AFP-PNP-CAFGU’s design to confuse the public and thus, hinder the unity and cooperation of the people. Military and pollice officials protect and supervise these criminal activities for their personal gain as well.

The People’s Democratic Government, as representative of revolutionary political power, has the right to levy taxes within its territory. These taxes are reasonable and are used for community services. No matter how hard the reactionary state agents try to discredit the revolutionary movement, the NPA, through genuine service as the true soldiers of the people, have already firmly established unity and cooperation with and among the people.

The ACC calls upon the people to be vigilant and critical when dealing with those who introduce themselves as members of the NPA. The NPA conducts its duties, not through violence and intimidation, but based on the level of political power of the masses. This means that progress in dealing with the middle forces is the result of rigorous advances in educating, organizing and mobilizing the people.

The ACC also encourages the public to inform the nearest NPA unit in their area regarding complaints against enemy state agents. Rest assured that complaints will be heard and acted upon, after thorough investigation.

The ACC warns those who are using the name of the New People’s Army for their personal gain and for sowing confusion and fear among the people. Punitive actions for violations will be carried out, as per the Law and Justice of the People’s Democratic Government.

Ang pagbubuo ng mga paramilitar at impostor na armadong grupo ay kalangkap ng disenyo ng AFP-PNP-CAFGU upang lituhin ang publiko’t sagkaan ang pagbibigkis ng mamamayan. Ginagawang gatasan rin ng mga upisyal ng militari’t pulis ang mga kriminal na aktibidad hindi lamang bilang mga protektor nito. Katunayan, sila mismo ang may hawak ng ganitong mga operasyon.

Ang Demokratikong Gubyernong Bayan, bilang kinatawan ng pulang kapangyarihan, ay may karapatang magpataw ng buwis sa saklaw nitong teritoryo. Ang pagbubuwis na ito ay nakapapailalim sa makatuwirang mga patakaran at napupunta sa mga serbisyo para sa komunidad. Gaano man ang pagsusumikap ng mga ahente ng estado na patuloy na siraan ang rebolusyonaryong kilusan, napatatag na ng tunay na hukbo ng mamamayan – ang NPA – ang mahigpit na pakikipagtulungan sa hanay ng masa sa pamamagitan ng matapat na pagsisilbi sa interes nito.

Hinihikayat ng ACC ang mamamayan na maging mapagbantay at mapanuri sa pakikipagharap sa mga nagpapakilalang NPA. Ang paggubyernong itinataguyod ng NPA ay hindi nakabatay sa dahas at pananakot. Ito ay nakabatay sa itinataas ng antas ng kapangyarihang pampulitika ng nag-aaklas na bayan. Ang mga pag-abante sa pakikipag-ugnayan sa mga panggitnang pwersa ay bunga ng masikhay na pag-aabante sa pagmumulat, pag-oorganisa at pagpapakilos sa mamamayan.

Hinihikayat rin ng ACC ang lahat na ipaabot sa pinakamalapit na yunit ng NPA ang kanilang mga reklamo laban sa ilang mga tusong ahente ng bulok na estado. Makakaasa ang publiko na didinggin at kagyat na aaksyunan, matapos ang masinsing pagsusuri, ang anumang karaingang idudulog sa NPA.

NPA raids Sumifru plantation in South Cotabato

Various company facilities were torched and at least four service arms were confiscated by the NPA in a raid in Sumifru Corporation’s banana plantation in Sityo Lakag, Brgy. New Dumangas, T’boli, South Cotabato. The attack took place at around 10:30 in the evening in October 2, 2017.

The raid which was carried out by the Neptune Unit of the Mt. Musa Subregional Operations Command of the NPA-FSMR is a punitive action meted against the multinational agri-corporation for its persistent land grabbing, environmental destructions and unjust labor policies.

The NPA Red fighters confiscated two 9mm handguns, two shotguns, and two handheld radios from the security guards on duty. They also burned down a container van, two tanker trucks, a packing plant and a warehouse building.
The damages to company properties figure to a total of at least six million pesos.

The NPA-FSMR is ever determined to ceaselessly defend the people against local and foreign plunderers. It is set to pull off further punitive actions amidst the all-out war of the US-Duterte regime that clearly stands for the oligarchs.

Duterte’s conspiracy claims aim to set stage to clampdown on opposition

Duterte claimed yesterday that there is a conspiracy between the Communist Party and the Liberal Party to overthrow his regime. It appears that such claims aim to set the stage to clampdown on the political opposition and all other forces standing up against moves to establishing Duterte’s authoritarian rule.

The CPP and other Left political forces may have no formal alliance with the Liberal Party and its affiliates but can recognize their.initiatives and action as serving the same purpose of resisting Duterte’s tyranny.

What Duterte claims to be a “conspiracy” is, in fact, the broad community of various political and social groups which have been roused to make a stand and act against relentless killings by police, soldiers and vigilantes, aerial bombardment against communities, militarization and threats to bomb Lumad schools, suspension of the writ of habeas corpus and martial law in Mindanao, heightened campus repression and other acts of fascist tyranny of the Duterte regime.

Duterte is intolerant of all opposition and dissent. He intends on monopolizing political power. Duterte wants to clampdown and silence all who disagree with his policies and methods. He has threatened to impose martial law. His officials and loyalists have openly declared plans to use all means to have all those who dissent to be imprisoned. The so-called Citizen National Guard, a vigilante-style group endorsed by Duterte’s justice secretary, is more brazen in encouraging attacks against declared dissenters whom they declared as “enemies of the state.”

Duterte’s resort to such strong-armed tactics show desperation and underscores his political isolation. His triple war of death and destruction, his fascist and bureaucrat capitalist rule, corruption and US subservience have roused widespread people’s resistance. Calls for his ouster continue to mount.

Duterte’s latest idea of general amnesty does not fool anyone in the revolutionary movement

Duterte’s latest plan to grant “general amnesty” to NPA fighters who surrender is nothing but a psywar tool to create division within the revolutionary movement and to spread an illusion of magnanimity among the general public.

The GRP panel head Silvestre H. Bello III must explain to his principal that his latest idea of general amnesty is absolutely unacceptable to the NDFP because it violates the letter and spirit of the whole GRP-NDFP peace negotiations.

The general amnesty conceived of in the Hague Joint Declaration that sets the framework for the whole GRP-NDFP peace negotiations is mutual amnesty for both NPA fighters and GRP soldiers as part of the Comprehensive Agreement on End of Hostilities and Disposition of Forces (CAEHDF) after the two sides have approved the Comprehensive Agreement on Social and Economic Reforms (CASER) and Comprehensive Agreement on Political and Constitutional Reforms (CAPCR).

The Hague Joint Declaration has established the principle that the negotiations are not about the surrender of one side to the other but for the two warring parties to end the armed conflict by forging agreements on addressing the social, economic and political roots of the armed conflict. In other words to solve the problems of widespread poverty among the majority on the one hand and scandalous wealth among the few on the other, monopoly of political power by oligarchs and political dynasties and powerlessness among the masses, etc.

Duterte’s latest idea of amnesty violates the letter and spirit of the GRP-NDFP peace negotiations because it is conditional on the surrender of NPA fighters even before there is agreement between the two parties on how to address the roots of the armed conflict.

Duterte’s latest idea of amnesty is different from his promise in May 2016 to Fidel Agcaoili to grant amnesty to all the political prisoners being held in GRP prisons as a confidential building measure for the resumption of the peace negotiations upon the assumption of Duterte to the GRP presidency.

That promise which was intended as a confidence-building measure has now been distorted and turned into a psywar tool upon the advice of the war-freaks around him, Defense Secretary Delfin Lorenzana, National Security Adviser Hermogenes Esperon and AFP Chief of Staff Eduardo Ano. It is only bound to heighten mutual animosity rather than create a favorable atmosphere for the resumption of the GRP- NDFP peace negotiations.

If Duterte is really serious in talking peace with the NDFP, he must listen to the wise counsel of his peace negotiating panel head Sec. Bello who is knowledgeable about the history of the peace negotiations and the stand of the NDFP on many questions rather than to the pro-US militarists who know nothing but to wage war against the revolutionary movement and the people. #

Stop Batangas aerial bombings!

The Communist Party of the Philippines (CPP) condemns the Duterte regime and its Armed Forces of the Philippines (AFP) for dropping bombs in villages in the vicinity around Mt. Banoy, just outside Batangas City, and just a few hours from Metro Manila.

Indiscriminate aerial bombardment and relentless offensive operations by the AFP against the New People’s Army (NPA) in the area have forced more than a hundred families in several barangays to evacuate and seek safety from the raging fascists of the AFP. The peasant masses in the vicinity of Mt. Banoy are resisting mining operations and defending their land and the environment.

The Duterte regime has long applied its doctrine of destruction in carrying out bombing runs against the NPA and the peasant masses and minority people communities across the country. They have applied the doctrine in a large scale in the AFP’s four month siege of Marawi. As in Marawi, they are endangering the lives of the people, trampling on their rights and driving them away from their homes.

The bombing run in Batangas City comes at the heels of the September 20 aerial bombardment against the Lumad and peasant communities in Magpet, North Cotabato which targetted the Lumad school Fr. Pops Tentorio Memorial School.

On the significance of the Sept. 21 demonstration

The demonstrations last September 21 are significant in terms of the large size of the Mendiola and Luneta rallies which condemned Duterte’s tyrannical rule and emerging fascist dictatorship; as well as the small size of the pro-Duterte hakot-crowd simultaneously held near the Malacañang palace.

Despite using government resources, Duterte and his minions could only manage to bus in a crowd of a few thousand. They adopted Marcosian “hakot” tactics, making use of public money to generate a crowd, feed them lugaw and pay for entertainers. No significant Duterte crowd assembled besides that in Manila.

The smallness of the pro-Duterte crowd shows in very clear terms the waning support for the Duterte regime. No “public opinion survey” by paid agencies can obfuscate or downplay this fact. In just over a year, Duterte’s much bragged about 16 million votes has become politically inconsequential. The Duterte hakot crowd is a mere shadow of the 2016 election droves then roused by his promises of change.

Declaring his own “day of protest,” Duterte had wanted to organize a much bigger crowd to slap the face of the Left which he has repeatedly insulted for not having broad support. He failed miserably and succeeded only in further alienating himself from the people. He continues to underestimate the rising opposition to his rule.

On the other hand, despite threats of armed suppression, muddling, fake news campaign and attempt to subvert the Luneta venue, the wide range of forces opposed to Duterte’s fascism, tyranny, corruption and imperialist subservience were able to muster a large demonstration of around 30,000 people.

A large contingent of Moro and other national minority groups joined the demonstration. They are among the biggest victims of Duterte’s triple war of death and destruction. The families and friends of victims of Duterte’s campaign of extrajudicial killings also came to express their indignation against the mass murder regime. Thousands of students from various Metro Manila universities were able to assemble and join despite the fact that classes were cancelled by Duterte.

The Mendiola and Luneta rallyists saw the national democratic mass-based organizations of workers and peasants, urban poor, minority peoples, students, teachers, women, health professionals, church people, human rights advocates and other democratic sectors serve as the large core of the anti-tyranny and anti-Martial Law demonstration. They condemned fascism and bureaucrat capitalism under the Duterte regime. They raised the issue of Duterte’s subservience to US imperialism and its interventionism and fascist security doctrines.

The Luneta demonstration further swelled with the participation of a wide array of social and political forces opposed to the return of martial law under the Duterte regime and its campaign of killings. They have demonstrated courage in the face of Duterte’s threats to use armed suppression against the rallies. They have resolved to shatter their silence by collectively expressing their outcry against Duterte and his martial law machinations and absolute power ambitions. Although political parties and anti-Left forces allied with the previous reactionary regime did not join the Luneta rally, they also held activities to protest political persecution and human rights violations under the Duterte regime.

Anti-tyranny demonstrations last September 21 were also held across the country, from North Luzon to Bicol, in the Visayas islands as well as in cities around Mindanao.

The Duterte regime is acutely aware of the long-term significance of the September 21 demonstrations. Behind the bravado, Duterte trembles at his growing political isolation and the rapid rise of the protest movement against its fascist tyranny, corruption and foreign subservience.

Expect Duterte to go double-time in efforts to divide the ranks of the broad united front. He will seek to confuse the Left by pretending to want to resume peace negotiations with the NDFP. He wants to soon claim victory against the Maute group to justify his Mindanao martial law. He is growing impatient over the AFP’s failure to quickly end its siege of Marawi.

In the face of mounting people’s resistance and Duterte’s heightening desperation to quell the protest movement, declaring martial law remains one of Duterte’s trump card in his gamble to cling to power and perpetuate his tyranny. Doing so, however, will definitely boomerang on him as this will sooner than later incite ever bigger protest actions. Moreover, considering the fractiousness of the AFP and PNP, a declaration of martial law is sure to provoke his rival reactionaries inside and outside the military and police to mount a coup.

Whatever option Duterte chooses, the national democratic forces must continue to broaden and intensify the people’s struggle against the fascist tyranny of the Duterte regime. In the coming weeks and months, they must continue to wage various forms of struggle against Duterte’s triple war of death and destruction. They must continue to raise their voices and protest the relentless campaign of mass murder and extrajudicial killings, aerial bombings, killings of peasant activists, threats against Lumad schools, illegal arrests and political detention.

They can also unleash protest actions against the National ID system which will surely have terrible consequences in the hands of the Duterte tyrannical regime. They must vigorously oppose charter change to pave the way for an extension of Duterte’s term to 2025 under the pretext of shifting to a new form of government.

At the same time, they must fight with all-out energy the Duterte regime’s anti-people and pro-imperialist economic policies, especially the plan to impose additional tax burdens against the people; the plan to allow foreign capitalists to operate domestic public utilities and other policies for all-out liberalization; the anti-worker Compressed Work Week scheme to lengthen the workday to 12 hours; the debt-driven infrastructure projects which are set to displace hundreds of thousands of families of urban poor, peasant and minority people; the proposal to pave the way for the expansion of export-oriented and foreign-owned or -operated plantations; and so on.

Schools, urban poor communities, parishes and other places can serve as centers of political education and organizing to sustain and strengthen the anti-tyranny protest movement. Assemblies can be mounted regularly inside campus colleges and communities in order to draw in the biggest number of people. They can fill ampitheaters and coliseums with large numbers and generate the capacity to hold street demonstrations much larger than September 21 in the coming months.

The national democratic forces must continue to serve as the determined core in the anti-tyranny movement against the Duterte regime. While exposing Duterte’s tyranny, corruption and subervience to US imperialism, they must also exert all out effort to carry out propaganda and education activities to raise the people’s social and historical consciousness, their understanding of the oppressive and exploitative semicolonial and semifeudal system and the need to achieve national and social liberation.

The mass-based organizations are bound to expand by leaps and bounds as large numbers of people seek ways to get involved in the national democratic struggle.

The New People’s Army (NPA) must continue to intensify and advance the people’s war across the country. Duterte’s tyranny and relentless wars are driving the Filipino people to the path of revolutionary armed struggle. Like Marcos with his martial law regime, Duterte is fast becoming the No. 1 recruiter for the NPA. The ranks of NPA Red fighters will continue to swell under the Duterte regime.

On Duterte oft-repeated demand for NPA surrender

Duterte reveals fascist narrow-mindedness in his oft-repeated demand for NPA fighters to surrender, accept amnesty and be recruited as regulars in the AFP. By doing so, he treats Red fighters with extreme contempt, choosing to ignore the social realities of oppression and exploitation and the aspiration for national and social liberation which continue to drive thousands, especially peasant masses, to join and support the NPA.

Duterte’s repeated demand for NPA fighters to surrender is empty bravado. Same thing with his declaration that the AFP will concentrate next on the NPA after Marawi. He obscures the fact that the AFP has long mounted a nationwide all-out war and imposed martial law in Mindanao but could not stop the NPA from advancing across the country. The AFP could not even complete its war in Marawi without inciting widespread Moro indignation and will likely face greater armed resistance in the coming months.

The NPA will continue to carry out tactical offensives in order to hold the Duterte regime accountable for all its crimes and rights abuses committed in the course of its triple wars, as well as corruption and subservience to US imperialism.

Martial Law not a tale of the past; transform remembering into revolutionary dissent

NORTHERN SAMAR – In the occasion of the 45th anniversary commemoration of the declaration of Martial Law, the New People’s Army-Rodante Urdal Command (NPA-RUC) reminds the public of the valuable lessons of Martial Law, invokes people to denounce Duterte-Marcos tandem’s persistent efforts to revise history, calls for vigilance on the orchestrated scheme to railroad the implementation of Martial Law in the entire country and dares the Filipino people to transform resistance against Martial Law into revolutionary dissent.

“Martial Law is not a tale of the past long gone. Remnants of Martial Law are still existent, US-Duterte’s fascism is reminiscent of the horrors of the past and the conditions for revolutionary dissent are ripe more than ever,” Amado Pesante, RUC Spokeserson said.

Pesante said the semicolonial semifeudal system was the very condition that brought iron-hand rule of then President Ferdinand Marcos by declaring Martial Law in September 21, 1972. “The crisis of a semicolonial semifeudal system in the 70s rendered people’s dissent inevitable. US-Marcos found no other recourse but suppress the escalating anger through Martial Law. But instead of containing anger, state fascism has only exposed the rottenness of the system and aroused people to tread the revolutionary path,” Pesante noted.

“45 years thereafter, the crisis has intensified to extreme heights as the global capitalist system failed to recover since the global economic crisis of 2008. The problem of a semicolonial semifeudal system has only aggravated, state fascism under US-Duterte piled up human rights violations and the revolutionary strength remains undefeated and ever growing in the face of all-out, albeit pretentious, counter-insurgency programs such as the Development Support and Security Plan (DSSP) Kapayapaan,” he added.

“The case of Martial Law is not just a narrative of the strongman rule of Marcos. Neither is it just about our disgust against the ‘Imeldific’ lifestyle of the Marcoses from their ill-gotten wealth. Martial Law is an expression of a failed socioeconomic system and the people’s collective aspiration for an alternative social order.”

“This anniversary, lighted candles may no longer be enough. Our collective nostalgia in toppling a dictator should transcend into revolutionary dissent against the system represented by the US-Duterte regime which brings Martial Law very much alive to this day,” Pesante stressed.

Undeclared Martial Law in Northern Samar
Duterte’s idolatry of Marcos enables the rehabilitation of Marcos in ways more than one–from burying the dictator in the Pantheons of Heroes to efforts in providing immunity to the Marcoses. “Duterte’s revision of history is set to culminate in a declaration of Martial Law in the entire country,” Pesante noted.

While Martial Law has only been declared in Mindanao thus far, cases of rights violations in Northern Samar under DSSP Kapayapaan is akin to the implementation of military rule in the past.

Today, 20th Infantry Batallion has been violating accords signed and reaffirmed in the negotiating table including the Comprehensive Agreement on Respect on Human Rights and International Humanitarian Law (CARHRIL). They have camped within civilian villages of Las Navas and Lope de Vega, they have camped within schools and lured children into becoming spies, harassed barrio teachers, detained alleged NPA members, forced villagers to evacuate to safer grounds, committed extrajudicial killings and military surveillance in the guise of Oplan Tokhang here in Northern Samar.

Recently, 8th Infantry Division Major General Raul Farnacio declared Northern Samar as the top ‘insurgency hotbed’ in Eastern Visayas. “Such declaration is both a source of pride and threat. On one hand, the declaration is a recognition of our undefeated revolutionary strength and a concession of their counter-insurgency programs’ utter failure. On the other hand, it poses threat that state fascism is set to trample upon civilian rights of farmers in the countrysides,” Pesante noted.

“There are killings both in the countrysides and in urban centers in compliance to US-Duterte’s marching orders. State forces go scot-free as Duterte pledged to back police forces and declared all-out war against the revolutionary movement instead of renegotiating peace. Impunity has become a culture of its own not just in Mindanao where writ of habeas corpus has been suspended but all corners of the country where Duterte’s mercenary minions play around.”

‘Few gold bars’ a spit on the grave
Last September 15, NPA-RUC joined the bereaved families of Sag-od massacre victims in their 36th anniversary commemoration. To recall, in September 15, 1981, 18 armed men mercilessly killed 44 men, women and children living in the peaceful village of Barangay Sag-od in Las Navas, Northern Samar. The armed men were identified as the Special Forces—Integrated Civilian Home Defense Forces (SF-ICHDF) employed to protect the San Jose Timber Corporation, a logging concessionaire of Juan Ponce Enrile in the same municipality.

“We support the people’s call for justice. But justice does not end in meager compensation given out by the government to families of the victims from the Marcoses’ few gold bars. Ultimately, it is about toppling the semicolonial semifeudal system that perpetuates heinous massacres and a killing spree of poverty and economic inequality,” Pesante noted.

“We call on everyone to end Martial Law in Mindanao, oppose the foredoomed implementation of Martial Law in the country, oppose Duterte’s rehabilitation of the Marcoses and render Oplan Kapayapaan impotent in quelling the revolutionary struggle. What Martial Law taught us is that history has always been in the hands of the masses. We call on the people to unite against the despotic rule of US-Duterte by winning the revolutionary war,” Pesante ended.
