This publication, “The Lies of GRP Of- ficials on Extrajudicial Killings,” a study by the NDFP Monitoring Committee (MC) and its Joint Secretariat (JS) was prompted by repeated public claims by officials of the Government of the Republic of the Philippines (GRP) im- puting the blame or responsibility for the extrajudicial killings of hundreds of legal activists and unarmed civilians to the New People’s Army (NPA), the Communist Party of the Philippines (CPP), and other revolutionary forc- es, constituting the national liberation movement in the Philippines.

Amidst strong national and inter- national condemnation, the GRP was compelled to create the Melo commis- sion professedly to look into these kill- ings after its earlier creation, the police- led Task Force Usig, had utterly failed to inspire any credibility or respect. However, the Melo commission got the same reception from the surviving vic- tims, the relatives and witnesses.
