It is fine that GRP President Rodrigo R. Duterte is on record as having terminated the GRP-NDFP peace negotiations by issuing Proclamation 360 for the purpose. He and the officials of his regime and armed forces have boasted that they are hell-bent on unleashing a single-minded war of suppression to destroy the revolutionary forces of the Filipino people.

The Filipino people and their revolutionary forces are therefore fully justified to defend themselves and defeat the current Duterte regime of the US-dominated big comprador-landlord state and pursue the people´s democratic revolution. The terrorist regime of Duterte is merely a passing phase in the ever worsening chronic crisis of the semicolonial and semifeudal ruling system.

Duterte, the No. 1 terrorist of the Philippines, has also issued Proclamation 374 labeling the Communist Party of the Philippines (CPP) and the New People´s Army (NPA) as terrorist organizations. His purpose is to apply the Human Security Act of 2007 (RA 9373) and the Terrorism Financing Prevention and Suppression Act of 2012 (RA 10168) .

The vile purpose of the Duterte regime is to proscribe the CPP and NPA as terrorist organizations and wage a campaign to slander them, arbitrarily list down suspected officers and members for general intimidation, abduction, torture and mass murder as in Oplan Tokhang and further list individuals who are suspected of financing and aiding the CPP and NPA , who are themselves deemed as terrorists and who are thus made vulnerable to the violations of human rights and extortions by the terrorist regime.

Within the Philippines and abroad, the Duterte regime is already notorious for the use of state terrorism and for human rights violations against suspected users and pushers of illegal drugs in impoverished communities, the toiling masses of workers and peasants, the Cordillera, Lumad and Bangsamoro national minorities and the brutal occupation of communities and destruction of the entire Marawi City by bombing.

The US-directed Duterte regime perpetrates gross and systematic acts of terrorism and human rights violations. It has no moral, political and legal basis for proscribing and further unleashing
fascist violence against the revolutionary forces, the democratic organizations and the broad masses of the people who have the sovereign to resist and overthrow a regime that is oppressive and tyrannical.

The Filipino people and revolutionary forces encompassed by the National Democratic Front of the Philippines (NDFP) and by the People´s Democratic Government (PDG) have the inherent status of co-belligerency in their long running civil war with the US-propped big comprador-landlord state currently represented by Duterte. The CPP is the leading party of the new democratic revolution and the PDG. The NPA is the main armed force of the PDG.

The revolutionary political character of the CPP and NPA is solemnly manifested in the Program for a People’s Democratic Revolution of December 26, 1968, the Guide for Building Organs of Political Power of April 1971, the Guide for Establishing the People’s Democratic Government of October 1972, the Guidelines and Program of the National Democratic Front of the Philippines (NDFP) I of 1973 and 1977, the Declaration of Undertaking to Apply the Geneva Conventions of 1948, approved by the NDFP of July 5, 1996 and the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL)..

The PDG has a constitution founded on the sovereign will of the Filipino people and on the basic alliance of the working class and peasantry. It aims to complete the people’s struggle for national liberation and democracy under the class leadership of the working class and its revolutionary party. From its modest beginnings in 1969, the PDG has grown and spread nationwide mainly in the form of local organs of political power to more than 110 guerrilla fronts covering large parts of 17 regions and 71 provinces of the Philippines.

The PDG has a comprehensive administrative structure from the village to higher levels: municipal or city, district, provincial and regional. At the basic level of the village, the local organs of political power develop from the stage of the appointive barrio organizing committees to the elective barrio revolutionary committees through various ways of consolidation, which involve the building of the revolutionary forces.

The revolutionary forces include the local branch of the Communist Party of the Philippines, the revolutionary mass organizations of various exploited classes and sectors, the people’s militia and self-defense units of mass organizations and the formation of the five basic subcommittees for public education, mass mobilization, economy, defense and health, subject to the formation of further subcommittees in order to better serve the people.

The US-directed Duterte regime is daydreaming that it can discredit and destroy the sovereign revolutionary will of the Filipino people by proscribing the revolutionary forces as terrorist organizations, requiring them to submit themselves to the sham processes of the reactionary state and unleashing gross and systematic crimes of terrorism and human rights of violations. The Filipino people and the revolutionary forces are determined to fight for national and social liberation, people´s democracy, economic development, cultural progress and just peace.

The Duterte fascist regime has terminated the GRP-NDFP peace negotiations. But it cannot be too sure that it will last long because the Filipino people and even those in the GRP detest the monstrous crimes of the regime, especially mass murder, corruption and puppetry to the US. The crisis of the ruling system continues to worsen and the resources of the regime for violence and deception are limited. Thus, it is wise for the NDFP to remain open to peace negotiations with the GRP because the people and the broad united front of patriotic and progressive forces can get rid of the Duterte regime as it got rid of the Marcos and Estrada regimes. ###

Children are victims of Duterte’s war on drugs and war on the revolutionary movement

The Special Office for the Protection of Children of the National Democratic Front of the Philippines, condemns in the strongest terms the increasing killing and human rights violations on children by the Duterte regime.

When President Rodrigo Duterte terminated peace talks with the National Democratic Front of the Philippines, last 23 November 2017, he used as one of the reasons the death of a four month old baby. The baby was in a vehicle which was behind the military vehicle ambushed by the New People’s Army. The infant was reportedly hit by a bullet and killled, according to unverified claims of the GRP military, with a bloodless photo of the supposed mother and bundled child.

Feigning both anger and sadness, Duterte then announced that he would no longer talk to the NDFP because the NPA was killing his soldiers and his policemen while peace talks were going on. To add drama to his feigned emotions, he mentioned the NPA ambush where the baby was killed by accident.

On the contrary, children have never more been endangered as they are under the Duterte regime. In the Duterte regime’s implementation of its all-out war against the Filipino people, children have become victims of killings, bombings, forced evacuation, hunger and disease. Their right to education has been violated with the targeting and closing down of their schools as in the case of the Lumads in Mindanao.

Duterte’s all-out war policy and his declaration of martial law in Mindanao have given license to the military and paramilitary to kill, arrest and torture children. This aggravates a situation in which children by the millions are exploited, deprived of education beyond Grade 4, malnourished and sickly in the semicolonial and semifeudal ruling system.

Obello Bay-ao, a Grade 7 Lumad was killed on September 5, 2017, by the Alamara, a paramilitary group in Mindanao.

Jean Baguio Bustamante, a 17 year old member of the Compostela Farmers Association Youth, was forcibly taken and detained by the military in the detachment of the 66th Infantry Battalion in Mambuscao, Compostela.

Josua, a 16 year old was interrogated by elements of the 20th Infantry Battalion of the Philippine Army in October 2017.

Last November 22, the slit throats of Harold Bulan (Kipoy) 17, Jerico Garcia (Negro) 16, and his friend, Jomari Sinerez 17 were found. Negro and Kipoy were lying in a massive pool of their own blood.

There are many more examples of youth being killed by agents of the Duterte government.

To make way for big mining, logging and tourism industry, Duterte has ordered the bombings of homes and schools of Lumad communities that resulted in the uprooting of thousands of peasant and indigenous families. They are forced to live in evacuation centers where they lack the basic necessities such as food and water. The first to succumb to hunger and disease are children.

A food blockade has been taking place in Lianga since November 28, affecting 345 Lumad families, 12 communities, 1688 individuals, about 406 students and 59 teachers.

Schools attended by indigenous children are under attack. The Duterte regime peddles lies that these schools are run by the revolutionary movement and so must be closed, disenfranchised or occupied by the government’s military forces. Students and teachers are constantly threatened and harassed.

The Duterte regime’s ruthless implementation of its so-called war on drugs have victimized thousands of children – some estimating it to be 12,000.

And what does Duterte think of it? As if mimicking American generals who perfunctorily refer to hundreds of children being killed in their bombing raids in Afghanistan, Iraq and Syria, Duterte in an Al Jazeera interview referred to the children killed in his drug war as “collateral damage.” In truth children are criminalized as he legitimizes state-led violence against them.

The Special Office for the Protection of Children of the National Democratic Front of the Philippines demands the lifting of the food blockade, the departure of the military from the homes and schools of the Lumad, stopping of the killing of children and respecting the rights of children. We also call on human rights groups and advocates for the rights of children, to protest the violations of the rights of children, and help defend their rights.

On the encounter incidents in Sitio Datal Bonglangon, Bgry. Ned, Lake Sebu

The 27th IB-AFP massacred civilian residents and not NPA members in a skirmish that took place in Sitio Datal Bonglangon, Brgy. Ned, Lake Sebu, South Cotabato in December 3, 2017.

The victims are members of the T’boli-Manobo S’daf Claimants Organization (TAMASCO), a group fighting for the tribe’s ancestral lands seized by the DMCI through the government’s IFMA program. The group found out that the government had rejected their claim by granting the renewal of Consunji’s IFMA contract. But the group continued to fight for their rights.

The NDF-FSMR strongly condemns this heinous crime and terroristic act perpetrated by the AFP against the civilians. This is clearly an antrocious violation of the human rights and the international humanitarian law.

Sityo Datal Bonglangon is a T’boli-Manobo community located within the vast coffee plantation of the Silvicultural Industries Inc.-DMCI. For a long time, sitio residents have persistently resisted the company’s efforts to evict them.

According to reports received by the NDF-FSMR, prior to the incident, Lumad residents have complained about the incessant intimidations done by DMCI company guards and government forces. Lt. Col. Harold Cabunoc, the commanding officer of the 33rd IB-AFP, have also threatened to attack the sitio.

Reports said that at around 12:25 in the afternoon in December 3, forces of the 27th IB-AFP conducting military operations arrive in the community. The soldiers approached the house of the chieftain Datu Victor Danyan and opened fire. This prompted the residents, armed with 12-gauge shotguns and indigenous weapons, to fight back.

The firefight resulted to the death of eight individuals namely Datu Victor Danyan Sr., Victor Danyan Jr., Artemio Danyan, Pato Celardo, To Diamante, Bobot Lagase, and Mateng Bantal. A number were also wounded that includes Luben Laod and Teteng Laod, and a minor that was taken to a hospital.

According to witnesses, three 27th IB soldiers were also killed and three others were wounded.

A unit of the Mt. Daguma Operations Command-NPA operating in area immediately responded to rescue the fleeing civilians. They engaged the maneuvering forces of the 33rd IB-AFP a kilometer away from the community.

A Red fighter was martyred in the gunfight.

The 33rd IB indiscriminately bombed the place after the successive encounters. At least fifteen 105 mortar shells were fired by the AFP from 2:00 o’clock until 4:30 in the afternoon that day.

Hundreds of families in Datal Bonglangon and adjacent sitios evacuated as a result of the incidents and the continuing presence of government armed troops in the area.

Binuangan PNP Station, attacked by NPA

The New People’s Army (NPA), under the Eastern Misamis Oriental North Eastern Bukidnon Subregional Command (EMONEB-SRC), once again attacked the Philippine National Police (PNP) station in Binuangan, Misamis Oriental today, December 3, 2017, around 3AM.

The encounter lasted for more than two hours and the NPA safely withdrew, while the PNP suffered four as wounded-in-action (WIA). The Red fighters successfully launched this action albeit the full alert status and military operations.

This military action seeks to demand justice from the Binuangan police officers, who served as reinforcement force who raided the EMONEB forces. The Red fighters were conducting propaganda to the residents of Brgy. Ampianga, Sugbongcogon, Misamis Oriental regarding the possible destructions of Del Monte’s expansion of plantation in the said area. This was on August 2, 2012, where an NPA was killed-in-action while the police killed a hors de combat.

This would also serve as a counter to the tyrannical saboteur of US-Duterte regime of Peace Talks. Duterte failed the Filipino people’s aspiration for a just and lasting peace. Adding insult to the scar, he threatened the legal progressive groups through his crackdown and massive illegal arrests and declared the national-democratic revolutionary movement as “terrorists”.

Nevertheless, despite of this posture of the state, including the claims of more stable and stronger armed forces, the revolutionary movement still proves that it has the capacity to crush the political power of the reaction. This also proves the ever-expanding mass bases of the revolutionary movement, which became the auxiliary of the said operation.

Hence, the revolutionary movement is in its very favorable and precise stance to fail Duterte’s dictator dreams. The state should expect the intensification of the people’s resistance, armed or not. #

Mikabat og duha ka oras kapin ang sinukliay og bala ug luwas nga miatras ang BHB samtang upat ang samaron sa panig sa PNP.

Kini nga aksyong Militar mao ang pagpaningil sa utang dugo sa mga pulis sa Binuangan nga kabahin sa reinforcement force nga nagreyd sa mga sakop sa EMONEB nga naghimo og pagpasabot sa mga lumulupyo sa Brgy. Ampianga, Sugbongcogon, Misamis Oriental kabahin sa kadaut nga idulot kung dili mapugngan ang ekspansyon sa plantasyon sa Del Monte sa maong lugar. ‘Terrorist tag’ and ‘PP 360’: The US-Duterte regime’s avowal on its contempt of peace and prosperity for death, destruction and dictatorship

The National Democratic Front of the Philippines – Mindanao (NDFP-Mindanao) strongly condemns the US-Duterte regime for issuing Presidential Proclamation No. 360, a decree that brands the CPP-NPA-NDF as “terrorists” and completely terminates the GRP-NDFP peace negotiations. This only reveals the regime’s utter contempt for attaining just and lasting peace and its propensity towards a reign of death, destruction and tyranny.

Thus, it is only just and correct that the revolutionary movement in Mindanao and the entire nation, under the leadership of the Communist Party of the Philippines, respond through the New People’s Army by way of launching widespread and more frequent tactical offensives against the AFP, PNP and paramilitary troops that seek to ravage numerous hinterland communities in the entire island.

The people of Mindanao are enraged with the death and destruction brought about by the US-Duterte regime’s fascism. This rage is manifested in ever broadening militant protests in urban centers. Mindanaoans are disgusted with Duterte’s boasts, lies and threats, especially with the brutality of the AFP and PNP in suppressing the people’s struggle for decent livelihood, basic human rights and freedoms.

Rodrigo Duterte tags the CPP, NPA and NDF as “terrorists” to lay the ground for the extension of martial law beyond its deadline not only in Mindanao but in the entire country as well. Duterte only wants to make certain that all his detractors and dissenters are effectively silenced and suppressed, and are unable to stop the perpetuation of his dictatorial rule in the country.

In truth, however, the US-Duterte regime turns out to be the biggest terrorist in the country. Since the beginning of the year, the AFP, PNP, and its paramilitary groups, have been on a bloody encirclement and suppression military campaign, a full-scale counterrevolutionary war, not only against the NPA but against the masses in the Mindanao countryside and the Bangsamoro.

In these AFP/PNP military operations, the US-Duterte regime has unleashed the most brutal and unspeakable state-sponsored terrorism against the people: aerial bombings and cannon fire, which have in fact “flattened” numerous peasant and Lumad areas in the island. These have resulted in the evacuation and displacement of whole communities, and brought unbearable suffering and misery especially to countless women, children and the elderly.

In the past months, numerous mass leaders and activists, including media practitioners in Mindanao, have fallen victims to extra-judicial killings, which are perpetrated by state-sponsored death squads. These political summary killings are most prevalent in the provinces of Compostela Valley, Bukidnon, Surigao del Sur, Surigao del Norte and Agusan del Norte. Others, especially those who are active in advocating the issues of the Lumad, peasants, workers and other marginalized sectors, have been leveled with trumped-up cases, pursued no less by the reactionary government’s Inter-Agency Legal Action Group, and arrested.

An increasing number of activists have been murdered, arrested, tortured, have gone missing and imprisoned for crimes they have not committed. These are exacerbated with the US-Duterte regime’s open threat of arrest directed against leaders and members of legitimate progressive organizations, which have been prejudicially lumped with the armed revolutionary movement. This has virtually places their very lives in a state of mortal danger.

The US-Duterte regime became the biggest, most brutal terrorist of all when it flattened Marawi City with almost five months of non-stop aerial bombings, cannon fire, mortar and ground attacks, destroying houses and buildings owned by Marawi citizens and pulverized other major public structures. It single-handedly devastated the lives and livelihood of millions of Bangsamoro in Marawi City and in adjacent towns in Lanao del Sur.

Since the so-called “liberation” of Marawi last October, however, thousands of Maranaw evacuees have not been able to return to their homes still because, apart from being blocked by the AFP, their lands have already been offered to the big business interests of big bourgeois compradors and foreign monopoly capitalists, and to the US Armed Forces for the establishment of a new US military base. This has only earned for the US-Duterte regime the ire of the Bangsamoro, especially among Moro armed groups who have vowed to continue and strengthen its armed resistance against the reactionary government and its fascist military forces.

The ghost of the “ISIS threat” is already stale but the US-Duterte regime insists, through its propagation of fake news, that “terrorism” has spread all over Mindanao. Thus, it desperately needs to maintain its extraordinary powers in Mindanao, that is why it has not lifted martial law in the island and intends to extend it beyond its deadline. It is now using the pretext of tagging the revolutionary movement as “terrorists” to precisely justify its rising dictatorship not only in Mindanao but in the entire country as well.

In Mindanao, hundreds have already become victims of the vicious “Oplan Tokhang,” which is responsible for snuffing out only small time drug users and pushers but have ironically consciously allowed big time druglords who are chums of Duterte to remain untouched and continue with their multi-billion drug operations. In fact, until this very minute, the case of the P6.2 billion smuggled drugs case in the Bureau Customs, where Duterte’s son Paolo and son-in-law Atty. Capio are involved, has not been resolved.

The US-Duterte regime is the No. 1 cause of the violent deaths of thousands of Filipinos and the destruction of cities and countryside communities in Mindanao. Only in its first year, Rodrigo Duterte is responsible for state terrorism that far exceeds his predecessors.

For its part, nearly 50 years of revolutionary struggle has only proven the Communist Party of the Philippines, New People’s Army and the National Democratic Front as the foremost advocate and defender of the interests of exploited and oppressed Filipinos. The CPP, NPA and NDF are essentially revolutionary organizations that aim to establish a society where genuine freedom abound and totally unshackled from imperialist domination. Thus, under whatever circumstance, the CPP-NPA-NDF can never ever be “terrorists.”

Thus, the NDFP-Mindanao calls on the New People’s Army to launch more frequent and more intensified tactical offensives to frustrate AFP/PNP military operations that only brings more death, destruction and misery to the people of Mindanao. The NDFP-Mindanao also call on the people of Mindanao to unite in militant protest against the rising tyranny of the US-Duterte regime.

Duterte is greatly mistaken to ever think that the revolutionary movement as well as the various marginalized sectors in Mindanao will cower in fear in the face his boasts and threats. He also only daydreams in his objective to wipe the entire revolutionary movement by the end of 2018. Mga kasama at kaibigan!
Sa ngalan ng kabuan ng International League of Peoples’ Struggle, ikinagagalak ko na magbigay ng susing talumpati sa Ika-Apat na Pangkalahatang Pagtitipon ng ILPS-Philippines.

Tumpak ang inyong panawagan sa pagtitipon na ito na “Tibayan ang Hanay! Biguin ang Pasistang Atake ng Rehimeng US-Duterte. Palawakin ang paglaban sa imperyalismo sa buong daigdig!¨

Nakaharap ngayon ang sambayanang Pilipino sa isang terorista at pasistang kontrarebolusyon na nilunsad ni Duterte para sa imperyalismong US at mga kapwa niyang oligarko: malalaking komprador, asendero at burukrata kapitalista.

Gusto pang palitawin ni Duterte na ¨rebolusyonaryong gobyerno”ang kanyang kontrarebolusyonaryong gobyerno. Kaya naman nagpupuyos sa galit ang sambayanang Pilipino, gayundin ang mga mamamayan ng buong mundo sa pagsisinungaling at karahasan ng rehimeng US-Duterte.

Ang rehimeng ito ay pabor sa pagbase ng imperyalismong US sa Pilipinas at pagpihit sa Asya. Pabor sa pagbase ng mga pwersang militar ng US at mga transnayunal na korporasyon, sa mga dayuhang investors at ispekulador, at sa mga kakutsaba nilang malalaking komprador at malalaking panginoong maylupa.

Nandilat ang mga mata ni Trump sa pagbisita sa Pilipinas noong ASEAN at tinawag itong “prime piece of real estate” at “ideal military location”. “Perfect spot” sabi niya. Nagbigay ito ng mga mahigpit na utos kay Duterte. Ngayon nakikita kung paano sumusunod ang tuta sa kanyang amo.

Lalong pinatunayan ni Duterte ang sarili bilang traydor at sinungaling sa pangako niya ng pagbabago. Ayaw na niya ang usapang pangkapayapaan sa National Democratic Front of the Philippines dahil daw mapapasubo siya sa ¨coalition government¨. Gusto niya lang gera at pagpapasuko ng mga pwersang rebolusyonaryo at sambayanan sa kanyang kataksilan.

Hindi nasasapul ni Duterte na alinsunod sa The Hague Joint Declaration ang usapang pangkapayapaan ay pinapatnubayan ng pambansang kasarinlan, demokrasya at hustisya sosyal at may layuning gumawa ng mga kasunduan sa mga repormang sosyal, ekonomiko, pulitikal at konstitusyonal bilang batayan ng makatarungan at matagalang kapayapaaan.

Kinansela ni Duterte ang usapang pangkapayapaan apat na araw makaraang magkapirmahan ang mga Reciprocal Working Committee on Social and Economic Reforms ng magkabilang panig. Binalewala at sinalungat niya ang substansyal na kasunduan ukol sa repormang agraryo at pag-unlad ng kanayunan gayundin ang pambansang industriyalisasyon at pagpapaunlad sa ekonomiya.

Lalong ibabaon ng rehimeng US-Duterte ang masang Pilipino sa kumunoy ng kahirapan at kaapihan. Pag-iibayuhin ang pagsasamantala at pang-aapi sa mga manggagawa, magsasaka, mangingisda, katutubo, at iba pang anakpawis. Alam na ni Duterte na lalagablab ang pakikibaka ng sambayanang Pilipino at gusto niyang unahan ito sa pamamagitan ng terorismo ng estado.

Ipinahayag niyang paulit-ulit na sisiraan niya ang mga pwersang rebolusyonaryo at mga legal demokratikonbg pwersa sa pagbansag sa kanila na mga ¨terorista¨ para supilin sila sa pamamagitan ng maramihang pag-aresto, pagdukot, pagtortyur at maramihang pagpaslang ala Oplan Tokhang at Oplan Double Barrel. Sinabi pa ni Duterte na sunod siya sa US sa pagbansag sa CPP at NPA. At tinanggap niya rin na siya ay pasista at Amboy.

Masamang hayop si Duterte. Kaya niyang ipapatay ang halos 15,000 na pinaghinalaang durugista na umano’y “nanlaban”, kaya niyang bombahin at ipasakop ng militar ang mga komunidad at kaya niyang durugin at pulbusin ng bomba ang buong syudad ng Marawi. Pero hindi niya kailanman mapipigil ang makatarungang paglaban ng mamamayan na nagsasagawa ng bagong demokratikong rebolusyon sa pamamagitan ng digmang bayan.

Tulad ni Marcos na kanyang idolo, tangay si Duterte ng kanyang kasakiman sa kapangyarihan at kayamanan. Hindi niya tuloy maisip na lalong lumakas ang kilusang rebolusyonaryo dahil sa pasistang diktadura ni Marcos. Mas mabilis pang lalakas ang armadong rebolusyon laban sa pasistang diktadura ngayon pang napakatindi na ang palagiang krisis ng malakolonial at malapyudal na sistema ng Pilipinas at malayong mas makaranasan at mas malakas na ang mga pwersang rebolusyonaryo kaysa noong 1972.

Isa pang malaking dahilan kung ayaw na ni Duterte ang usapang pangkapayapaan. Ayaw niyang pag-usapan ang mga kinakailangang pulitikal at konstitutsyonal na reporma. Ayaw niyang masuri ng dalawang panig kung ano ba ang pederalismo na gusto ni Duterte. Lumilitaw ngayon na gustong solohin ni Duterte kung anong klase ng pederalismo o kunwaring pederalismo na nais niyang ipataw sa Pilipinas.

Gusto niyang tularan si Marcos na nagkunwaring siya´y para sa parlamentarismo upang baklasin ang1936 Constitution at magtayo ng pasistang diktadura. Ginagamit din ni Duterte ang pakunwaring pederalismo para ipataw ang pasistang diktadura sa bayan. Gustong baklasin ni Duterte ang Saligang Batas ng 1987 para ipataw ang isang pseudo-federalism na naglalaman ng mga sumusunod:

  1. labis-labis na sentralisasyon ng kapangyarihan sa isang unitaryong presidente o diktador sa ibabaw ng mga gobyernong rehyonal;
  2. pagpapanitili ng mga dinastiya at warlordismo sa lahat ng antas;
  3. pagpapalubha ng korupsyon at karahasan sa lahat ng antas;
  4. pagpapawalang bisa sa mga nationality requirement o restriksyon sa foreign investments at pagsira sa economikong soberanya at pambansang patrimonya;
  5. paglustay ng rekurso na dapat ilaan para sa industryal na kaunlaran sa ekonomya sa ilalim ng pagpaplano sa pambansa at panrehyong antas;
  6. sobrang gastos para sa pagtatayo ng rehyonal na antas ng gobyerno:
  7. pagpapalaki ng reakyonaryong hukbo at pulis para supilin ang masang anakpawis at mga karapatang demokratiko; at
  8. pag-uudyok ng paghiwalay o separatismo ng ilang rehyon laluna sa Mindanao.

Ipaubaya ko na sa ibang kasama ang pagtutuon at pagpapalawig sa tungkuling labanan ang imperyalismo sa buong daigdig. Nais ko lang diinan na matatag na haligi ngayon ang ILPS para sa anti-imperyalista at demokratikong pakikibakang ito at gumaganap ang ILPS-Philippines ng mahalagang papel at nag-aambag ng malaki sa pakikibakang ito.

Kailangang isanib ang anti-pasistang paglaban sa anti-imperyalistang pakikibaka at ikawing din ito sa anti-pyudal na pakikibaka. Kailangan ang anti-imperyalistang pakikibaka dahil sa tagasulsol at tagasuhay ang imperyalismong US sa pasismo. Kailangan din ang antipyudal na pakikibaka dahil sa paraang ito nabubuo ang mapagpasyang pwersa para ipanalo ang demokratikong rebolusyon.

Kaalinsabay, tungkulin natin na buuin ang pinakamalawak na nagkakaisang hanay para ihiwalay at ibagsak ang rehimeng US-Duterte sa pinakamadaling panahon. Hindi ito haluan lamang ng Dilaw at Pula tulad ng ikinababangungot ni Duterte. May mahalagang papel din ang mga kontra-Duterte sa loob ng reaksyonaryong gobyerno at sandatahang lakas nito para itakwil at patalsikin si Duterte.

May kumpyansa ang mga rebolusyonaryo at mga legal na demokratikong pwersa na sa bawat pakikibaka laban sa imperyalismo at mga reaksyonnaryong alipuris nito, lalo lamang titingkad ang pagka-Pula sa pakikibaka ng uring manggagawa at sambayanang Pilipino. Maningning ang ating kasaysayan, kasalukuyan at hinaharap dahil sa ating pakikibaka. Dahil sa ating pakikibaka, magbubukang-liwayway para sa ganap na kalayaan, demokrasya at sosyalistang kinabukasan!

Tama si Lenin sa pagsusuring nabubulok at naghihingalo ang sistema ng imperyalismo. Bisperas ito ng proletaryong rebolusyon!

Tagging the revolutionaries and progressives as terrorists is a ploy to widen the road for imperialist aggression, repression and exploitation and create conditions for the nationwide imposition of martial law

After pronouncing the CPP-NPA-NDFP as terrorist organizations, GRP president Rodrigo Duterte subsequently fulfils the US imperialist’s objective to ruin the GPH-NDFP peace negotiations. In doing so, Duterte guarantees the escalation of US military intervention and stiffening of the US extensive domination over the Philippines.

Duterte obstinately detest the revolutionary struggle that he accuses as an act of terrorism. But he is imprudent and quiet on the transgressions of his US imperialist masters who are the real and most powerful terrorist. The US incessantly carries out wars of aggression and exploits billions of people of the third world and other parts of the globe.

Incriminating the democratic mass movement, militant organizations, and social activists to terrorism is a key policy of the US war on terror and anti-terrorists laws that Duterte has to abide. Demonizing and attacking the revolutionary and progressive organizations and individuals is a ploy to widen the road for imperialist aggression, repression and exploitation. Besides, Duterte’s tactical objective in making this is to create a systematic condition for the nationwide imposition of martial law.

With martial law, the reactionary ruling class will be more flagrant in employing the military and police forces to suppress the struggles of the Filipino people for land, fair wages and better living conditions.

Since the declaration of martial law in Mindanao, the AFP and PNP has launched vicious all-out attacks against the people and their revolutionary forces.

In Far South Mindanao, huge multinationals Dole and Sumifru employ the AFP and PNP to ensure their unrelenting land grab. Military operations are also intensified in Lumad and peasant communities opposing large-scale mining. The bourgeois comprador−landlords such as Consunji, Cojuangco-Ang, Tan and Alcantara-Dominguez also employ military and paramilitary forces to secure their properties and big businesses. Particularly in Sultan Kudarat, Consunji hires the Marine, Army and CAA forces to execute activists and residents who are against his environment destructive businesses and land monopoly.

Victims of extrajudicial killings perpetrated by state agents continue to increase in number. More and more civilian masses experience grave threat, and thousands of individuals were displaced by AFP bombardments in Sultan Kudarat and other parts of the region.

Imposing martial law would further isolate the Duterte regime from the people that would eventually lead to its downfall. History has proven that in the face of Marcos’s martial law, the necessity of waging revolutionary armed struggle becomes stronger because it is the most effective way of resisting the fascist military rule and in defending the people’s democratic rights. The victories of the revolutionary armed struggle will inspire the people to wage greater struggles.

The Filipino people will hold the US-Duterte regime directly responsible for all the abuses perpetrated by the military and police under his militarist rule. They will carry out intensified protests and mass actions across the country to overthrow this rotten fascist regime.

NDFP awaits GRP’s written notice of termination

We, the National Democratic Front of the Philippines (NDFP), hereby declare that we await receipt of the written notice of termination of the peace negotiations by the Government of the Republic of the Philippines (GRP) as a consequence of the reported signing of Proclamation No. 360 by GRP President Duterte declaring such termination.

As stipulated in the Joint Agreement on Safety and Immunity Guarantees (JASIG), the GRP-NDFP peace negotiations shall be deemed terminated 30 days after receipt of the written notice of termination to be given by one party to the other. We expect the GRP to comply with this provision.

In the past year, the GRP President has suspended or terminated the talks three times while these were ongoing or had just concluded. It has been the sad experience of the NDFP and the Third Party Facilitator, the Royal Norwegian Government (RNG), as well as the GRP’s own personnel, to be subjected to the whimsical and arbitrary outbursts of GRP President Duterte. No one can rule a country in Mafia-style fashion where it becomes a personal turf and all forms of opposition are wiped out while the army and police are transformed into enforcers and hit-men.

The GRP-NDFP peace negotiations are governed by agreements. We expect the written notice to be sent to us immediately now that Proclamation No. 360 has been published.

In any event, in accordance with the JASIG, all immunities shall remain in full force and effect even after the termination of the peace negotiations.

If President Duterte is determined to turn the entire country into a wasteland similar to Marawi, that is his own lookout. He will meet the fierce resistance of the people to his fascist rule and go down in history as a worse dictator than Marcos.##

After several months of hard work in unilateral and bilateral meetings, the GRP and NDFP negotiating panels were ready to do a little polishing of common drafts on November 22 and 23 in Utrecht, The Netherlands for finalization in the slated fifth round of formal talks in Oslo on November 25 to 27, 2017.

The common drafts were those pertaining to:

  1. the general amnesty and release of all political prisoners in compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL),
  2. the coordinated unilateral ceasefires (CUC) as the advance from a stand down type of ceasefire from the fifth to the sixth round of formal talks in January 2018; and
  3. Part I Agrarian Reform and Rural Development (ARRD) and Part II National Industrialization and Economic Development (NIED) of the Comprehensive Agreement on Social and Economic Reforms (CASER).

The GRP AND NDFP Negotiating Panels were so happy and confident that they would be able to initial the CASER and the agreements on the general amnesty and release of all political prisoners and the coordinated unilateral ceasefires at the closing session of the fifth round of formal talks and formally sign all of these at the closing ceremony of the sixth round in January 2018.

It was also expected that the negotiations on the Comprehensive Agreement on Political and Constitutional Reforms (CAPCR) would begin in the sixth round and be completed anytime between March and May of 2018 on time for possible revisions of the 1987 Constitution of GRP.

Unfortunately, Duterte the principal of the GRP Negotiating Panel started on Nov. 18 to rant every day against the CPP, NPA and the NDFP in connection with recent incidents in the armed conflict. He also ranted against the entire peace process until Nov. 23 when he made his Proclamation No. 360 terminating the peace negotiations.

He violated the mutual agreement that talks would be discreet until there would be good news to announce at the end of the fifth or sixth round of formal talks. In the course of his rants, Duterte unwittingly exposed his scarce, shallow and defective knowledge of the peace process such as the following:

  1. He cited alleged recent incidents in the armed conflict which he used as false basis for slandering the revolutionary forces and threatening the termination of the peace negotiations and the outlawing of the revolutionary forces and legal democratic forces as terrorists. In the absence of ceasefire between the GRP and NDFP, he through his Negotiating Panel should have submitted his complaints to the Joint Monitoring Committee (JMC) under CARHRIHL.
    The NDFP has always submitted to the JMC its complaints of HR and IHL violations committed by the AFP and PNP under the ceaseless all-out war policy, Oplan Kapayapaan and martial law in Mindanao. These violations are far worse in scale and severity than those alleged by Duterte against the NPA. And yet NDFP never threatened to terminate the peace negotiations.
  2. Duterte spouted lies like the NDFP ignored the GRP proposal for a stand down agreement prior to the adoption and implementation of the coordinated unilateral ceasefire. Showing gross ignorance of the peace process, he even referred to The Netherlands as the facilitator rather than the Royal Norwegian Government.
    There are symptoms that Duterte is mentally unfit to handle the complexities of the affairs of his state and the peace process between the GRP and NDFP. GRP officials in his Cabinet and the reactionary armed forces should consider whether he is mentally fit for his office or needs to be replaced in accordance with their 1987 Constitution.
    Among his lucid statements in the course of his rants are those pertaining to his voluntary admission as a fascist in the service of the US (Amboy), his overwhelming desire for killing and war and his advice to the NDFP to negotiate with his successor in due time.###

By cancelling the peace negotiations with the National Democratic Front of the Philippines (NDFP), President Duterte is sabotaging once again not only the peace talks but also an opportunity to achieve a just and lasting peace for the people. The longing of many millions of farmers and fisherfolk for genuine land reform and the entire Filipino people for a just and lasting peace is trampled upon by Duterte.

Negotiators from both sides, bilateral teams on social and economic reforms, worked many hours of intense meetings, to produce the initialled drafts of Agrarian Reform and Rurual Development (ARRD) and National Industrialization and Economic Development (NIED), demonstrating significant and unprecedented advances in the peace talks. Release of Political Prisoners and General Amnesty and Coordinated Unilateral Ceasefires were scheduled to be taken up in the Fifth Round of Peace Negotiations scheduled for November 25-27, 2017 in Oslo, Norway. The Norwegian facilitators prepared in detail the visas, return air tickets, hotel accommodations for the next round.

In one stroke, President Duterte has abruptly cancelled the peace talks. He must answer to the Filipino people who long for a just and lasting peace by addressing the roots of the armed conflict. He must answer to the millions of farmers and fisherfolk who saw the possibility of free distribution of land with free irrigation, credit and other benefits from genuine land reform. He must answer to workers and the rest of the Filipino people who yearn for national industrialization, national sovereignty, and independent prosperous Philippines.

Acting like a crazed tyrant, he declared the revolutionary national democratic movement cherished by the people all over the country as “terrorist”, in the same manner US imperialists have done. By so doing, he severely underestimates the New People’s Army (NPA), the Communist Party of the Philippines (CPP) and the NDFP, which the Marcos dictatorship and other reactionary regimes backed by the US, have failed to defeat in 48 years. Now, he also threatens members of BAYAN and alleged “legal fronts” of the revolutionary movement with illegal arrest and detention.

His wild tryrannical dreams will suffer the same fate of the Marcos dictatorship. The Filipino people and the revolutionary movement will continue to fight for national and social liberation, for a just and lasting peace with genuine land reform, national industrialization, independence, national sovereignty, and economic prosperity.
